Rostra Capital Early access

See the money before the project.

Rostra Capital mines the Capital Improvement Plan (the upstream cause of nearly every signal the rest of the suite detects later) and surfaces what's funded, where, and when, long before it becomes a contract or a rezoning.

The CIP is public, structured chaos, and nobody mines it.

Every road, utility, park and facility a jurisdiction will build starts as a line in a budget or a Capital Improvement Plan. That data is public, but it's locked in hundreds of PDF tables across dozens of agencies, with no structured, multi-jurisdiction dataset anywhere. Rostra Capital builds one.

  • CIP line items buried in scanned budget PDFs and capital packets
  • No way to compare funded projects across jurisdictions
  • The earliest, highest-value signal (funding) goes unseen
What you get

Everything Rostra Capital does for you

Table-aware extraction

A multi-pass engine reads CIP and budget tables (even scanned ones, via OCR) and structures each line item into a project with its dollars, fiscal years and funding source.

Funding source, decoded

General fund, impact fees, bonds, sales surtax, gas tax, enterprise funds, grants. Each project carries how it's paid for, so you know how real and how soon it is.

Threaded forward

A funded project pre-populates the contracts it will become in Procure and the land-use activity it will trigger in Develop, the suite's earliest leading indicator, wired through.

Browse, filter & save

Slice the capital pipeline by jurisdiction, category, dollar range or fiscal year, and save the searches that matter so new funding finds you.

Funding alerts

Get notified when a jurisdiction funds the kind of project you work, months before it shows up on anyone else's radar.

Linked to the page

Every extracted project links back to the exact budget or CIP page it came from, so you can verify the number and cite the source in one click.

How it works

Live in three steps

1

Pick your markets

Choose the jurisdictions and project categories you care about. Capital tracks their budgets and CIPs on an annual cadence.

2

We extract the pipeline

Budget and CIP documents are parsed into structured projects with dollars, funding source and fiscal years, source-linked and review-checked.

3

Act early

Work a filterable capital pipeline and let alerts surface new funding, then follow each project forward into Procure and Develop.

Better together

Threads into your whole pipeline

Rostra Capital doesn't work alone. Every item links forward and back across the lifecycle, so one signal becomes the whole story.
